The cause of poverty

Increasing minimum wages may cause negative effects to the employment system and economic growth of the country.

At first sight, the minimum wage policy may seem to reduce poverty because the protection and benefits of the employees and their families are its main goal. “The Labor Code contains several provisions intended primarily to protect workers.”

According to the study of Leonardo A. Lanzona, Jr., the increasing minimum wage reduces employment here in the Philippines. As minimum wages increases, employers will have to lose their workers. “Minimum wages, more than other forms of regulation, are more directly associated with unemployment.”

Small firms and enterprises are the ones who are actually affected by the increasing minimum wage while the larger firms receive most of the positive effects.

Small firms will have difficulties in transforming into larger firms, because as minimum wages increases, the cost of production also increase in which employers will have to reduce the numbers of their workers.” In the process, the production and the demand for production workers decline.”

When this happens, larger firms will receive most of the positive effects. “Because small scale firms have started to decline, larger firms are able to acquire more production workers, presumably at starting wages lower than what experienced workers would have received in smaller firms.”

Since minimum wages increased, companies will hesitate in employing younger and less-educated workers, because it would require training.

Many citizens will be unemployed and workers would lose their jobs and will end up looking for jobs with lower pay which may also lead to an economic downgrade.

Negative and Positive Effects of Minimum Wage

The minimum wage policy has a negative and positive effects on the Philippine economy.

Based on the study that was made by Leonardo Lanzona, Jr., one of the negative effects is it reduces employment.

"Workers carry part of the burden of higher minimum wages in the form of lower benefits and reduced worker security. Both of these effects may result in greater incidence of unemployment or lower participation in the formal sector."

Since unemployment rate increases, the poverty rate would also escalate. Many families will be affected, especially those who are less educated. They will not be able to

On the other hand, the minimum wage policy will benefit the low - skilled workers to remain on public assistance.

According to the study, "Poorer and less experienced workers who are in need of immediate cash will probably accept the offer of smaller firms, instead of taking a chance with larger firms."

Minimum wage harbors a lot of workers but still we can't see any progress in our country. It provides numerous jobs but still not enough to supply the needs of the people.

Being Unemployed

"Being Unemployed"
by Justine Chariz R. Leongson

There are a lot of unemployed workers while the minimum wage increases.

According to Leonardo A. Lanzona, Jr., “The study also found that minimum wages caused firms to reduce their production workers”.

And because of being unemployed, they can’t even help their family, they can’t save money for themselves and they can’t provide things for them which can cause poverty.

“Because of the minimum wages, firms are reluctant to hire younger, less educated and female production workers.”, Leonardo A. Lanzona, Jr. said.

“To minimize costs, increasing training for these younger and less educated production workers may no longer be an option as minimum wages rise.”,  Leonardo A. Lanzona, Jr. added.

Personal background of employees is one of the reasons why most of the companies do not hire immediately. Their age, education background, and even their experience are included.

Since there are a lot of companies who have high standards, there are many people that are made involved. Because there are fresh graduates who need to work immediately after graduating and cannot afford to have trainings, they are usually the ones being unemployed and lands on small companies wherein there salary is not capable of supporting their basic needs.

Fluctuation of Wage affects Philippine Economy Diversely, new study says

How the fluctuation of wage affects Philippine Economy
By: Jun M. Yun

Philippine economy is directly affected by employment and worker’s wage according to a new study conducted by the director of the Ateneo Center for Economic Research and Development.

In a study made by Leonardo Lanzona Jr. titled:  Effects of Minimum Wage on the Philippine Economy, we can see how the fluctuation of Filipino Workers’ wage could affect our economy both negatively and positively, the current Labor Code of the Philippines may pose a bias towards the workers by giving them higher wages and some benefits such as prohibition of a worker’s termination without proper causes, recognition of the right of workers to form a trade union and the right of workers to start strikes as long as they adhere to the requirements imposed by the Labor Code.

But according to Lanzona’s study, there is a negative effect caused by the increase of wages, one is that lower-skilled workers are now more expensive to hire for employers so in turn employers now choose the higher-skilled and higher-paid workers just because they could get their money’s worth from employing the proven workers compared to the lower-skilled ones which now require higher pays. This could cause more unemployment went it comes to hiring the lower tier workers.

Some of the features of the Labor Code could also affect the relationship between workers and their employers, according to Lanzona’s study, the Labor Code protects workers by giving them security when it comes to their work, ensuring a worker’s job can create a positive outcome by giving workers a sense of security thus creating a more productive work force that has the potential to improve their skills. But there is also a negative effect, the Labor Code transferred the responsibility of giving social protection of workers to their employers, this responsibility should be handled by the public sector and not the firms.

Another, is that other factors outside of the Labor Code’s grasp could affect it was not taken in account during its development, Lanzona pointed out how policies not part of the Labor Code and other external factors could affect the Labor Code itself. Also, during the development of the Labor Code the bigger firms enjoyed protection from the government, this caused monopsony when it comes to labor market, according to Lanzona’s study.

Small firms are also negatively affected by the increase in wage, smaller firms who could not handle higher wages have to let go of some of their employees while the bigger firms are not directly affected because they could compensate for the increase in wage. This translates that small firms will have a hard time growing and transferring into a larger-scale operation while the bigger firms will be able to hire more workers that came from the smaller firms where they got laid off, they can employ those kinds of workers for less because those workers need to find an immediate source of salary and only the big firms could offer them that.

Employers will also tend to hire the more experienced workers that have been in the industry for some time compared to fresh grads, female workers  and the less educated which requires more training which translates to firms spending more for training them compared to hiring the experienced workers.

Lanzona concluded in his study that the Labor Code has serious consequences that can affect production efficiency and social protection and that there is a need to review the policies inside the Labor Code on how it affects workers and firms.

Leonardo A. Lanzona, Jr. said in his article that the Labor Code aims to protect the workers. We can achieve that by these three objectives, namely: 1) Prohibit the termination of the private employees except for just or authorized causes as prescribed by the Articles 282-284 of the code; 2) recognize the right to form a trade union expressly and the right of insisting of closed shops of a union; 3) Allow strikes as long as they comply with the strict requirements under the code, otherwise the workers who organize or participate in illegal strikes may be subjected to dismissal.

Therefore, by these methods, we can successfully establish a peaceful relationship between minimum wages and employment. We can also establish protection of the employees. The study showed graphics that suggest that minimum wage policy reduces employment.

Moreover, negative effects have shown up from the study that completely affects the small enterprises. And positive effects to large enterprises. The infographics showed that firms plan to decrease wages to maximize profit and force their employees to work to a competitive level, resulting to higher employment.

However, these large firms attract employees not because of the salary they are offering, but the possibility of promotion to a non-production level, giving large compensations. This kills small firms for small firms can not compete with the size of production the large firms offer.

Poorer and probably desperate workers often fall for the bait of the small firms, so they gamble their chances within the small firms rather than gambling it to the large firms. Consequently, small firms may offer larger wages but still can not compete to the salary given by larger firms, making employees transfer to the larger firms.

Usually, young, less-educated and women are considered for a job in the small firms to minimize costs and wages.

In conclusion, these results may have a negative effect in the way the Labor Code affects the workers, as well as their protection. To resolve this, the policies given in one area should also be the policy given to the other.

The different effects of minimum wage on the Philippine economy and it's corresponding advantages and disadvantages.

The Labor Code was passed mainly for the protection of the workers. There are 3 main parts of the Labor Code mainly prohibition of the termination of private employees, recognition of employees' right to form a trade union expressly, and allow employees to strike as long as they abide by the rules.

Reports by Leonardo A. Lanzona, Jr. indicated that the number of mid-range salary earners have decreased while the ones with high-range salaries have increased. This suggests that employers prefer the higher-skilled higher-earning workers which can result to even greater unemployment in our country.

Another study shows that small industries tend to pay lower salaries than most bigger industries since majority of the bigger industries' workers are contractual(means that these workers would only work for a discussed number of days and would be replace by a new set of workers).

This shows that employees prefer the small industries since they provide assurance of work though the salaries are minimal or below average. The bad thing about this is that because of this mentality, small industries find it hard to succeed or progress into being a big industry since their workers are mostly low or below average skilled while big industries continue to build themselves.

These big industries would drive small industries to losses that would ultimately lead them to shut down. This means that their employees would have no other choice but to find different jobs but based on their skills, they would only lead to low-salary professions which these big industries could use to their advantage.

The small industries would be left to hiring young, inexperience, and female workers to minimize expenses. The Labor Code is still here but does it still perform its purpose and that is to protect and benefit workers?

INYO BANG NARIRINIG AWIT NG BAYAN AT HIBIK?
Salin sa Tagalog ni Bernardo Bernardo

Inyo bang naririnig
Awit ng Bayan at Hibik–
Ayaw nang maging alipin,
At handang maghimagsik!
Tibok ng puso’y kay lakas,
Abot-kamay na ang mithi!
Bawa’t hakbang at pagpiglas,
Ubod ng sidhi

Tayo na sa kilusan
Sinong matapang? Tumindig!
Lagpas ng barikada
Abot-tanaw ang daigdig.
Sumama sa laban,
At bukas lalayang muli

Inyo bang naririnig
Awit ng Bayan, At Hibik–
Ayaw nang maging alipin
At handang maghimagsik!
Tibok ng puso’y kay lakas,
Abot-kamay na ang mithi!
Bawa’t hakbang at pagpiglas
Ubod ng sidhi

Lahat ba’y iaalay
Pag-wagayway ng bandila?
Buhay ba’y ibibigay
Na sakripisyo’ng dakila?
Dugo mong dadanak
ay siyang didilig sa Bansa. . .

Inyo bang naririnig
Awit ng Bayan, at Hibik
Ayaw nang maging alipin
At handang maghimagsik!
Tibok ng puso’y kay lakas
Abot-kamay na ang mithi!
Bawa’t hakbang at pagpiglas
Ubod ng sidhi
